Short answer

A Departmental Promotion Committee (DPC) evaluates eligible serving employees for promotion under the Recruitment Rules. The Staff Selection Commission (SSC) is a recruiting body that conducts competitive examinations or selections for posts within its mandate. Neither normally issues the appointment order: the competent department or appointing authority does that.

How a DPC works

The Recruitment Rules specify the promotion method, feeder grade, qualifying service and composition of the DPC. The committee assesses the record by the prescribed method; it does not conduct a fresh open recruitment examination merely because a vacancy exists. Sealed-cover instructions can apply where the stated disciplinary or criminal conditions are met.

A DPC recommendation is an important step, but promotion takes effect only after approval by the competent authority and issue of the promotion order. For senior posts, further approval such as the Appointments Committee of the Cabinet may be required.

How SSC works

SSC publishes an examination or selection notice, accepts applications, conducts the stated stages and recommends candidates for posts covered by its mandate, commonly Group B and Group C posts. The user department verifies eligibility and documents and issues the appointment offer/order.

The shorthand “DPC means promotion and SSC means direct recruitment” is useful but not absolute. SSC also conducts some limited departmental competitive examinations. Always read the vacancy’s Recruitment Rules and the examination notice.

Common mistake

Do not describe SSC as the appointing authority, and do not let a DPC invent eligibility conditions outside the Recruitment Rules. Both bodies operate within the notified rules; the department remains responsible for a lawful final appointment or promotion decision.

Official basis

In departmental papers, “SSC” can occasionally mean a screening or selection committee. Spell out Staff Selection Commission when that is the intended comparison.
