What decision path should be documented for an RTI request involving third-party medical information?

A request seeks records that include another person's medical details. What sequence of severability review, exemption analysis, public-interest assessment and third-party procedure should the decision file show?

Already checked or attempted

The requested record has been mapped and the personal-information exemption has been reviewed.

Recommended approach

First identify which portions are genuinely responsive. Record the personal-information exemption analysis, consider whether the public-interest test changes the result, and assess whether non-exempt portions can be severed. If the proposed decision engages the third-party procedure, document the notice, representation and reasons without reproducing the medical details in routine correspondence.

Why

A staged analysis shows that the authority considered disclosure, exemption and partial access separately rather than refusing the record as a whole.
