What MACP provides

The Modified Assured Career Progression Scheme provides up to three financial upgradations to eligible Central Government civilian employees, ordinarily on completion of 10, 20 and 30 years of regular service counted from the direct-entry grade.

Regular promotions and earlier financial upgradations must be examined together. MACP is intended to address stagnation; it is not automatically an additional benefit after every ten years regardless of promotions.

Which Pay Level applies

An MACP financial upgradation normally places the employee in the immediate next higher level of the Pay Matrix. It does not by itself change the employee's designation, duties, classification or seniority.

That is why the calculator derives the MACP level from the existing Pay Level instead of asking the user to choose a promotional post's level.

Service details that matter

• Date of initial regular appointment in the direct-entry grade
• Dates and levels of every regular promotion
• Dates of earlier ACP or MACP financial upgradations
• Periods that do not count as regular service, where applicable
• Refusal of promotion, disciplinary proceedings or an unfit finding
• The employee's existing Basic Pay and Date of Next Increment

Pay-fixation option

Where the applicable rules permit an option, fixation may be examined from the date of financial upgradation or from the Date of Next Increment. The financially preferable result depends on the employee's current cell, increment date and future pay progression.

The MACP Calculator records the service history, identifies the tentative due benefit and compares both fixation paths. The establishment section should still verify eligibility, APAR benchmark and vigilance or disciplinary status before issuing an order.
